Apologies for taking so long to get to this. But it was worth the wait. My first thought upon finishing Command was "an adult, mature C/P -- gorgeous! I think because so much C/P is too mushy and harlequinnish (some of my own earlier stuff I include in that) and because I've personally grown as a writer, nowadays I have a strong yen to read real reactionary C/P. And Command gives us that in spades. I think you underrate yourself on this one. I can see instances of where your writing has improved since then but the overall feel of the story and the depth of it is there and well done. And it's soooooo hard to find Voyager stories with depth. The show itself didn't lend to that.
I won't encourage you to finish it since you posted it under amnesty and I know the C/P urge is no longer with you but I applaud what you do have written and I'm really glad you shared it. It makes me want to write the C/P I want to write. Or at least strengthens my urge -- an urge that is nowhere near as strong as it once was but it still there enough to find the boys from time to time and pull them out to play.
Thanks for sharing . . . and I really wish you'd write something new in a fandom I want to read. LOL ... some more HL maybe?
